Ilir Butka assisted in the creation of Tirana Film Office (TFO) and directed it for three years 2020 - 2023.
Tirana Film Office is part of the Creative Industry Agency, created as a desk services to help producers and filmmakers who want to shoot their films in Tirana.
Tirana is the capital of Albania, located between Italy, Greece, North Macedonia, Kosovo, and Montenegro. Ministry of Culture and Albanian Cinematographic Center are working hard to implement a new scheme for the tax discount of 30% We hope that the 30% tax deduction coupled with the minority co-production scheme will make Albania and Tirana in particular very attractive to international producers and filmmakers.

Tirana Film Office is officially a member of the large family of the European Film Commission Network (EUFCN). This network currently represents 98 European Film Commissions from 31 countries.
The mission of EUFCN is to:
Facilitate the exchange of information among members.
Improve location scouting and increase filming opportunities.
Provide professional training for members.
Mediate between film commissions and public institutions, tourism organizations, the European community, and the film industry.
Support and encourage the establishment of new film commissions.
Organize joint representations at film festivals and markets.
Offer recommendations and guidelines for film commissions aimed at improving their work.
Enable applications for and implementation of projects funded by the European Union to analyze the needs of film and TV producers while proposing innovative solutions for the film industry.
With this membership, Tirana Film Office integrates not only the territory of Tirana into the European network but also all of Albania. Through this network, every European filmmaker will find it easier to learn about what Albania has to offer with its potential locations for international cinematographic projects.
The standout moments for TFO at the American Film Market were the meetings with American and Asian producers. The promotion of Tirana as an optimal filming location proved to be a compelling proposition that garnered maximum attention from filmmakers and emerging directors. TFO representatives concurrently introduced film professionals to the extensive offerings of the local industry, spanning from the capabilities of film crews to the opportunities presented by production studios.
Beyond the exchange of experiences in film production, TFO representatives received an invitation to Warner Bros Pictures’ studio, where discussions delved into potential collaborations for upcoming projects, envisioning Albania as a promising film locale. The comprehensive experience gained at the American Film Market, coupled with the attendance of key figures from AFM, will be showcased at the paramount cinematographic event, the Balkan Film Market. Scheduled to take place in Tirana from December 13-17, this event promises to infuse a fresh dynamic into cooperation and experience-sharing for professionals within the audiovisual industry.
