Overview
The activities of the project CIRCE PLUS, capitalizing the results of CIRCE "Common Initiatives to pRomote CinEma across Italy-Albania-Montenegro", will start in Puglia from 12 to 14 December 2022 with the Film Forum dedicated to audiovisual key players from Puglia, Molise, Albania and Montenegro. The activity is organized by Apulia Film Commission in the frame of Apulia Film Forum (AFF) - 13th edition, taking place in Brindisi in the same days.
Following the presentation of the AFF and its activities on 12 December afternoon in the Conference Room Gino Strada of Palazzo Granafei-Nervegna, the works will get to the heart on 13 and 14 December, when B2B meetings will take place always in the same premises. The objective of the CIRCE Film Forum is to foster the meeting and partnerships between producers, distributors, authors and directors coming from the Programme area and beyond. The activity will develop synergies to realize film projects in co-production and, at the same time, boost Puglia as a territory for shooting their films.
CIRCE PLUS was born from the capitalization of CIRCE, among the Interreg IPA CBC Italy-Albania-Montenegro projects at the top of the ranking list of the capitalization procedure launched in February 2022. The project, started in November 2022 and closing in April 2023, involves the Apulia Film Commission Foundation as lead partner and the Albanian National Centre of Cinematography, the Film Center of Montenegro and the Molise Region as partners.
The project invests in the film industry as a strategic resource to stimulate the economy’s growth of the involved territories. Particularly, the main objective is to improve the conditions for growth of the cultural and creative industries of the audiovisual sector through cross-border initiatives able, on the one hand, to strengthen the link between the participating regions and, on the other hand, to bring together key players in the creation of new creative productions.
In addition to the Film Forum in Puglia, five other events among conferences, workshops and B2B will be organized by partners in Molise, Albania and Montenegro in the following months, with the aim of enhancing the skills of operators in the audiovisual field and encouraging the development of new business opportunities in the creative sector through further consolidation of the network already developed with CIRCE. SMEs, producers, distributors, representatives of cinematographic centers and other operators of the sector coming from the Programme area will be protagonists and beneficiaries of the project activities.

Merr jetë projekti pilot i QKK-së për hapjen e sallave të kinemave në rrethe.
Sot falë mbështetjes së Ministres së Kulturës Znj Mirela Kumbaro Furxhi, dhe angazhimit maksimal të Kryetarit të Bashkisë së Vlorës, u aprovua në mbledhjen e Këshillit Bashkiak të qytetit, marreveshja me Qendrën Kombëtare të Kinematografisë për digitalizimin e sallës së kinemasë, investim i cili do të vlejë njëkohësisht edhe për kinemanë verore të qytetit përgjatë Lungomares.
Gjithashtu disa ditë më parë Bashkia e Gjirokastrës aprovoi në këshillin bashkiak një marreveshje të ngjashme me Qendrën Kombëtare të Kinematografisë për digitalizimin e sallës së kinemasë së ketij qyteti.
Ky projekt pilot për ringritjen e Kinemave në Gjirokastër dhe Vlorë vjen falë projektit CIRCE, mbështetut nga Programi IPA i Bashkimit Evropian me 4 partnerë Mesdhetarë. Në Shqipëri projekti drejtohet nga Qendra Kombëtare e Kinematografisë që prej disa vitesh ka punuar në hartimin e këtij projekti i cili ka si qëllim pajisjen me aparatura të reja digitale projeksioni dhe sistemin audio, sallat egzistuese në qytetet kryesore të vendit.
Gjatë këtyre 3 viteve të fundit Qendra Kombëtare e Kinematografisë ka mbështetur vazhdimisht festivalet e filmit në qytetin e Shkodrës, Pogradecit, Sarandës dhe Gjirokastrës me qellim për të krijuar sensibilizimin e duhur të pushtetit dhe audiences lokale ndaj hapjes së kinemave që ekzistojnë aktualisht në këto qytete.
Si fillim do të kemi dy kinema, një në Gjirokastër dhe një në Vlorë dhe më pas edhe ne qytetet e tjera që do ti bashkohen kësaj inisiative te Qendrës Kombëtare të Kinematografisë.
Pajisja me mjete të reja digitale do të jetë hapi i parë ndërsa krijimi i një programi të pasur me filma shqiptarë do ti japin mundesinë publikut të këtyre qyteteve të njihen me realizimet më të mira shqiptare të viteve të fundit.
Qendra Kombëtare e Kinematografisë festoi vjet 20 vjetorin e saj të krijimit. Gjatë këtyre viteve QKK ka financuar rreth 300 filma të gjatë, të shkurtër, dokumentarë dhe të animuar. Vetëm gjate 4 viteve të fundit janë financuar mbi 100 filma pra rreth 1/3 e filmave të krijuar që nga krijmi i ketij institucioni.
Vitin e kaluar, 25 filma te rinj shqiptarë u prezantuan përpara publikut të kryeqytetit por nuk kanë patur mundesi të prezantohen përpara publikut të qyteteve të tjera të vendit për mungesen e teknikës minimale në sallat respektive.
Pikërisht ndryshimit tê kësaj situate i përgjigjet kjo inisiativë që ka ndërmarë QKK e cila ka gjetur asistencen e partnereve tane te Apuglia Film Commission dhe njëkohësisht mbështetjen nga fondet europiane nëpërmjet projektit Circe.

The project CIRCE is co-funded for around 800.000 EUR by the Interreg IPA CBC Italy-Albania-Montenegro Programme and aims to improve conditions for the growth of the cultural and creative industries belonging to the audiovisual sector, which can foster the valorisation of cultural heritage in the involved areas.

Kick-off meeting for CIRCE, “Common Initiatives to pRomote CinEma across Italy-Albania-Montenegro”, funded under the INTERREG IPA CBC Italy-Albania-Montenegro Programme.
The Kick-off meeting of the project CIRCE - “Common Initiatives to pRomote CinEma across Italy-Albania-Montenegro”, co-funded for around 830.000 € by the INTERREG IPA CBC Italy-Albania-Montenegro Programme, is scheduled for 11th and 12th October in Bari (Fiera del Levante), Puglia. A press conference will be held at 12 pm on the second day of the meeting to present CIRCE project: among the participants, Maurizio Sciarra (President of Apulia Film Commission Foundation), Ilir Butka (President of Albanian National Centre of Cinematography) and Sehad Cekic (President of Film Centre of Montenegro).
Apulia Film Commission Foundation is the lead beneficiary of this project in cooperation with one Albanian partner- Albanian National Centre of Cinematography- one Montenegrin partner- Film Centre of Montenegro- and on Italian partner- Molise Region. Associated partners are: Ministry of Culture of Montenegro, Ministry of Culture Republic of Albania and Ministry of Heritage and Culture and Tourism (MIBACT).
CIRCE project, financed under Priority Axis 2 (Smart Management of Natural and Cultural Heritage for the exploitation of cross border sustainable tourism and territorial attractiveness), Specific Objective 2.2 (Increase the cooperation of the key actors of the area for the delivery of innovative cultural and creative products) of INTERREG IPA CBC Italy-Albania Montenegro Programme, aims to re-launch the production system of Albania, Montenegro, Puglia and Molise, investing in cultural and creative industries as key strategic resources to support the economic growth of the involved areas. The main focus is improving the conditions for cultural and creative industries of the audio-visual sector in order to give value to the cultural heritage through cross-border initiatives, establishing an important connection among participating regions and key actors of new creative productions.
CIRCE will implement several activities such as a joint production of a nine-episodes web series, the transfer of good practices (tax credit), the creation of a network among the film festivals of the area, investments to promote distribution in Albania and Montenegro, and updating activities for operators of the audio-visual sector.

The “Interreg IPA CBC Programme Italy-Albania-Montenegro” is a trilateral cross-border cooperation Programme co-funded by the European Union through the Instrument for Pre-Accession Assistance (IPA) in the programming period 2014-2020. The Programme is designed in the framework of the European strategy for smart, inclusive and sustainable growth (Europe 2020). It aims to assist participating countries in meeting their national 2020 targets, fostering cross-border cooperation across the Mediterranean, in view of pre-accession of Albania and Montenegro to the European Union. The total Programme budget is around EUR 93 million co-financed by the Instrument for Pre-accession (IPA) at a rate of 85% and requires a share of 15% national co-financing.
